East Lake Commons Architectural Review Committee Mission Statement I. Mission The mission of the Architectural Review Committee (ARC) is to approve planned modifications and additions to external portions of homeowners' property. It is the intent of the ARC to use the community's values and vision in making its decisions. The values include: Intentional Community Sustainability or Environmental Consciousness Diversity Affordability Visitability ARC will operate in accordance with Article VIII of the Bylaws and Articles 2.Q and 4.B of the House Rules. This mission is carried out with respect and caring for the individuals and the community which we serve. II. Organization A. Membership Requirements To become a member of ARC, a participant must express an interest in membership, attend at least two consecutive meetings, and be approved by the Board Committee. Membership will lapse if a member misses two consecutive meetings without excuse. B. Decision Making Process ARC Meetings are open to all community members, all of whom may participate in discussions. Committee decisions will be made by consensus among all committee members present, provided there is a quorum. A quorum is defined as a majority of the committee members in good standing. A committee member who submits a proposal or is directly involved as a neighbor will recuse him or herself from the decision making process. C. Committee Structure and Meeting Schedule In general, ARC will meet once a month at the Common House. ARC may meet less often if no requests for review are pending. Meetings will be held only if a quorum of members is present. III. Responsiblities ARC has developed a process for approval, in particular involving neighbors, using a checklist. A. Routine Duties 1. To review, discuss, and approve homeowners' plans for permanent or temporary revisions to the exterior of their houses or to their property in accordance with Article VIII of the Bylaws. 2. To facilitate a respectful discussion between the homeowners and interested neighbors using the process developed by ARC. 3. To develop guidelines with consistency and fairness for assisting homeowners to modify the exterior of their property. 4. To keep careful records of all meetings, discussions, minutes, and decisions of ARC. 5. To announce to the larger community all decisions regarding changes to outside portions of units through e-mail, web page, and by posting on bulletin boards at mailboxes and common house. 6. To request Board Committee action in the event of noncompliance consistent with Article VIII of the Bylaws and Articles 2.Q and 4.B of the House Rules.
